Centre aims to reduce IMR to 19 per cent in state

ITANAGAR, Sep 19: The Government of India during 12th five year plan aims to reduce the infant mortality rate (IMR) in Arunachal Pradesh to 19 percent from the current 33 percent by 2017. While informing this in a meeting on IMR reduction and interventions in Papum Pare at Deputy Commissioner’s office, Yupia today, district medical officer Dr. S Ronya further informed that the state government has set a target in its DPR to achieve 30 percent IMR by 2015.

He said that necessary interventions like capacity building trainings for service providers, improvement of existing labour rooms with necessary equipments, introduction of activity based incentives etc will be provided by the Health Ministry.  He appealed to all the participants to work tirelessly to achieve the set target to reduce IMR.

IMR is the number of death in children less than one year of age per 1000 live births registered in the same year. As per report by Sample Registration Survey Bulletin of India in 2012, IMR in Arunachal Pradesh is 33 percent against national average of 42 percent, Dr. Ronya said.

Deputy Commissioner Tai Kaye, who is also the chairman of District Health Society, stressed the need for conducting IEC/BCC activities to make each and every parent aware about the central programme. While giving emphasis on providing accurate data timely by the field level workers, he assured to provide all necessary help to achieve the target

The meeting aimed at sensitizing all stakeholders on union Health Ministry’s recently launched  programme on IMR reduction and Interventions, said DRCHO Dr. Kipa Tuglik, who initiated the meeting.

ZPM Chairperson Nabam Aka, Arunachal State Hospital Medical Superintendent Dr. D. Raina, Medical Officers of all the blocks and DPMSU staff were present in the meeting.

 

 

DC calls for dedicated effort to achieve revenue target

PASIGHAT, Sep 19: East Siang Deputy Commissioner Nidhi Srivastava today exhorted the officers of various departments to be dedicated and sincere in order to achieve the revenue target set by the Government. “Revenue achievement target for this year is challenging and target will not be easy task for us,” she said while chairing a review meeting on revenue generation held here today.

While going through the reports and suggestions placed by all the heads of offices for enhancement of revenue generations, the DC said slip-up in the revenue collections will only make difficulties for the government in mobilizing own resources.  She said reaching the target set in revenue collection is very important to facilitate regular flow of funds for centrally sponsored schemes and projects in the state. Giving emphasis on plugging revenue leakage, she instructed the officers to streamline the functioning of their staff particularly those working in the field and dealing straight with traders/taxpayers.

Citing example of Department of Geology and Mining and Forest etc, Srivastava said these departments, with potentials of becoming major revenue earning sources, should maintain proper coordination with other departments when it comes to revenue generation from minor forest produce such as sand, gravel, timber, etc.

Appreciating the DTO(MV), the DC informed the house that DTO (MV) has already deposited half of the targeted amount this year, within five months and earlier in the last year, the department remarkably had deposited 1 crore 32 lakhs in government treasury. She advised the DTO to intensify traffic checking not only to raise government revenue but also to strict implementation of MV Act to minimize accident rates in the densely populated Pasighat township. At the same time the DC appealed the parents not to provide motorcycle-scooty etc to their minor children to attend schools. She instructed the school principals not to allow any student to bring any two-wheeler in school(s). Surprise raid will be conducted in schools also and stern action will be taken against the violators, she cautioned.

Taking privilege of the meeting, DC Srivastava asked the officers to submit utilization certificate timely and always to process official files rightly, maintaining requisite decorum.  DIPRO

 

 

AAPSA holds teachers’ effectiveness training

ITANAGAR, Sep 19: The All Arunachal Private Schools’ Association Organized one-day Teachers’ Effectiveness Training for AAPSA schools of Capital Complex area at Don Bosco Youth Centre, Vivek Vihar.  

The programme aimed at improving effectiveness of the teaching community and to motivate them to be more committed in their service to students.

The day-long training enabled the participants to delve deeply into their own selves, while trying to have better understanding of the behaviour pattern of their students.    

Dr. Jerry Thomas SDB from Bosco Institute, Jorhat as the resource person dealt at length on topics such as ‘Stages of Growth, The Art of Classroom Management, Creating Space for Students and The Mentoring Role of Teachers. Built around the concept of Erricksons’ Stages of Growth, the participants were enabled to deeply reflect on student-behaviour and ways and means of eliciting better behaviour from them.  

While evaluating the training programme, one of the participants, Techi Yania said: “I feel the programme was exceptional and absolutely different from the training programmes we are used to. Among other learning points the trainer insisted with the participants to love the students, to create a family environment in every school, to avoid physical punishment, to correct students privately, to encourage extra curricular activities, to give equal attention all students and above all to be with young people if they are to be transformed.  

Interacting informally with some of the participants, Shijoy Kurian, Princiapl JNK Public School who is also the Secretary of AAPSA spoke of the two major events of AAPSA remaining for the year 2014, namely: Talent Search and Leadership Training Programme due to be held in October.  He also assured the teachers that AAPSA will always look for the welfare of parents, students and teachers in as many traditional and innovative ways as possible.

The training, inaugurated by Fr. CD Mathai, Parish Priest, Catholic Church, Itanagar was attended by 87 teachers from the various AAPSA schools.

 

 

ASUD condemns racial segregation

ITANAGAR, Sep 19: Arunachal Students’ Union Delhi (ASUD) has condemned racial segregation against people of North East during Chinese President Xi Jinping’s visit to that state.

Keeping away employees from North East from hotels in Ahmedabad, where the Chinese Premier stayed, to “prevent any anti-China protest in respect to Tibet” is a great humiliation to the people of the region.

“Aren't Northeasterners Indian? Why do we have to prove our Indianness again and again?” questioned ASUD.

One Arunachalee liasioning officer was mocked at security check gate of his office because his name sounded like the name of a Tibetan, said ASUD in a release.

“Every single day our North Eastern brothers and sisters are victimized of hate crime at national capital. They are discriminated, abused and attacked in market and workplace, colleges and universities. But it is very disheartening when such discrimination and segregation comes from the top level,” the Union said.

ASUD condemned the India’s soft stance on border disputes which has led to repeated Chinese incursion in Arunachal Pradesh. It (India) has neither settled the issue of staple visa nor has it taken firm stand on Chinese showing Arunachal Pradesh in its political map, ASUD lamented. “Instead of practicing racial segregation against its own people to entertain foreigners India better should start addressing the internal problems to mitigate international issues,” ASUD commented.

 

 

Ensure safety & security of health workers’

PASIGHAT, Sep 19: Two unidentified men on a motorcycle snatched a hand bag from a lady medical attendant in front of Pasighat General Hospital on September 16 night, when she was returning home from duty at around 8 pm.

The unidentified motorcycle borne men, who came from the same direction, suddenly slowed down their motor bike and snatched the bag from her which contained some important documents and valuable cloths. The victim received strong bruise on her right arm.

An FIR has been lodged against the miscreants by the victim at the Pasighat Police Station.

Police were conducting search operation to nab the culprits.

When contacted, the superintendent of Pasighat General Hospital, Dr Y Ringu (Darang) said providing security for the employees outside the hospital is an almost impossible task. She suggested the employees to be careful of such miscreants.

The victim moved East Siang Joint Director of Health Services to ensure safety and security for the health workers engaged in night duty.

The police reportedly have not yet registered the case as the complainant has not pin-pointed anyone in the FIR.

Meanwhile, All Arunachal Pradesh Medical Multi-Tasking Staff Union (AAPMMSU) has demanded medical authority to ensure safety and security of the employees.

Condemning the incident, president of AAPMMSU in a statement said that insecurity of the health workers during night hours would create problem in heath care delivery and the common people would be ultimate suffers. The union requested the law enforcing authority to nab the culprit and punish them.

The local people, who are very much concerned with the increasing trend of theft robbery and burglary in and around Pasighat township, have questioned the role of police and security forces in maintaining law and order. They demanded police petrol in and around the township round the clock.

Nurses register protest against assault of its member in New Delhi

ITANAGAR, Sep 19: The Trained Nurses' Association of India state unit has registered its protest against the assault of an on-duty Arunachalee nurse at AIIMS, New Delhi on September 10 last.

In a release, it said that activities which may generate the feeling of regionalism should be stopped.

On many occasions, questions have been raised on Delhi Police on its apathetic attitude towards North East Indians which compel the NE people feel alienated in their own country. When an offence is meted out to any people from outside the national capital, Minister of Home Affairs, GoI must intervene and resolve the matter as promptly as possible and it must be proactive in delivering justice to the victim, the release said.

 

SLSA wins 5 gold in 22nd state level taekwondo Championship

ITANAGAR, Sep 19: The students of Sangay Lhaden Sports Academy have won 15 medals -- 5 Gold, as many silver and bronze—to finish 4th in the 22nd State Level Tae-Kwon-Do Championship 2014 held at Doimukh recently.

Seminar on use of agro-textiles

ITANAGAR, Sep 19: A one-day seminar on "Use of Agro-textiles" was organized jointly by union ministry of textiles, through Synthetic & Art Silk Mills' Research Association (SASMIRA), horticulture department and Krishi Vikas Yojana, Papum Pare district at Pappu Nallah today. Farmers from various villages of Papum Pare districts  and Govt officers from horticulture, agriculture, textiles, handloom & handicraft departments took part in the seminar.

Inaugurating the seminar Parliamentary Secretary (Horticulture) Muchu Mithi, in his address said that there is immense scope for development of horticulture in Arunachal Pradesh.  He called upon the farmers to take responsibility in exploiting this horticulture potentials for economic development of the state. He further expressed that youths of the state should not run only after supply and contract works, rather they should take advantage of developmental schemes being provided by various departments and strive for self-employment through hard work and dedication.

Spoking on the occasion,  horticulture director Jombo Ratan advised the farmers to take full advantage of such seminar to learn new technology to enhance farm production and income.  RP Singh, Premnath Surwase, Scientists from SASMIRA, Hemanta, and Tadang Meena, Subject matter specialist from Krishi Vigyan Kendra gave lectures on various topics during the seminar through power point presentations, according to an official release.

 

Seminar on counselling skills for teachers

AALO, Sep 19: St. Francis De Sales College, Aalo (SFS) conducted two days seminar on "Counselling skills for teachers" on Sept 18 and 19. Altogether twenty two teachers took part in the seminar. Dr. (Fr.) Philip Thomas, Assistant Director of NVSE, Pune gave detail insight into different skills essential for teachers as resource person. While addressing the staff, Rev. Fr. Vipin George, Principal SFS College spoke on the importance of counselling skills for the teachers in the context of complex behavioural issues among the students.

The classes were highly effective and interesting as there were lots of practical sessions. The main objective of the seminar was to equip the teachers with counselling skills and also make them better facilitators in the teaching learning process. This is in sequel to series of such counselling held from time to time in the college in the past.  DIPRO

 

Candidates stick to its stand

ITANAGAR, Sep 19: The newly formed Consultative Committee APPSCCE (Mains) 2013-14 comprising of the APPSCCE mains candidates have made it a point that no candidate will sit for examination under the same incumbent board members.

In its intimation letter written to the Chief Minister, the Committee said that it would not  comprise with its four-point demands placed earlier on Sept 16 at any cost. It alleged that during the first two examinations there was no strict checking of the admit cards to identify the candidates and that the question papers were not sealed when it was brought into the examination hall.

 

Org seeks free and fair conduct of APPSCCE mains

ITANAGAR, Sep 19: The Anti Corruption and Crime Control Committee.Org has sought free and fair conduction of APPSCCE Mains Examination.

In its representation submitted to the chief secretary, it said that the controversy that has been surrounding the APPSC is a bad impression for the whole state.

 

Hindi Diwas celebrated

ITANAGAR, Sep 19: Hindi Diwas was organized in the office premises of Accountant General here on September 14 last.

Speaking on the occasion, Anurag Prabhakar, the Hindi officer, said that use of Hindi in official routine work was not as tough as was construed by the officials. A strong will power is needed for the same. He stressed upon increasing the vocabulary of Hindi by its constant use.

Account general, in his speech admired the spirit of the staff in overcoming the hurdles in the way of use of the official language in office work.

HoD, Hindi Deptt, RGU, Dr Harish Kumar Sharma expressed hope that the official language will soon achieve its status in the routine works of courts and assemblies as well.

A public reading of the Home Minister's message was conducted by the office on the eve of Hindi Pakhwara.

Panchayat to prepare labour budget

ITANAGAR, Sep 19: The Panchayat leaders of Koloriang Lower and Upper Anchal degments in a meeting held under the chairmanship of Lower Koloriang Anchal Anchal Chairperson Bengia Tapo at the office Chamber of Anchal Chairperson, Lower Koloriang Anchal Segment unanimously decided to prepare labour budget for the year of 2015-16 under MG-NREGA and implement Centrally Sponsored Scheme (CSS) properly.

The meeting was attended by Anchal Samity Members, Gram Chairperson, Gram Panchayat Members and EO (RE).

 

AAPLU urges for permanent labour secretary

ITANAGAR, Sep 19: Expressing concern over the non placement of permanent secretary in the department of labour, All Arunachal Pradesh Labour Union (AAPLU) has urged the state Govt for immediate appointment of a permanent secretary in the said department.

In its letter addressed to the Chief Minister Nabam Tuki, AAPLU claimed that due to non-posting of permanent Secretary in the department,  many labour related activities are  not implemented properly in the state. While appealing for immediate action, the union further added that various grievances related to the labour community are still pending in the department due to absence of Secretary.

 

YOMA seeks cancellation of mass deputation of teachers

ITANAGAR, Sep 19: The Youth Organization Movement of Arunachal Pradesh (YOMA) has sought immediate cancellation of mass deputation of teacher to the post of BEOs, BRC/CRC.

In its memorandum submitted to the education minister, it said that mass deputation is resulting in shortage of teachers.

Its other demands include creation of adequate posts of subject teachers, disciplinary action against absentee teachers, regular payment of salary to SSA teachers, proper monitoring and implementation of centrally sponsored schemes and checking of  fake private colleges and universities.

 

Tree plantation

ROING, Sept 19: The Brahma Kumaris of Roing has conducted an avenue plantation drive in the hostel premises of Govt. Hr. Secondary School, Roing recently. Participated by the Divisional Forest Officer, Commandant BRTF, RWD and teachers and students from GHSS Roing, the team has planted about 100 numbers of ornamental, fruit and flower bearing plants on the occasion.

It is pertinent to mention here that the members of Brahma Kumaris, Roing has been initiating various formative works for transformation of society by providing value based education & Rajyoga Meditation, creating awareness against drug abuse, peace and sanitation from time to time in the Roing township. Let the birds sing again

Dear Editor,

Through your esteemed daily, I would like to write about the present condition of Daying Ering Wild life sanctuary located in East  Siang District, having an area of 190 sq km.

Innumerable varieties of flora were found during the last decade but now a day’s all these kinds of flora are less and it is even harder to find Orchid.

There were large numbers of animals including Elephant, Deer, wild Buffalo, Wild pig, Pangolin, Hedgehog and  birds like Hornbill , Migratory water Birds, Woodpecker used to enjoy their time as whenever they were passing through  the sanctuary  but now a day’s it is hard to find even a single squirrel.

Deforestation should stop and concern forest department should have realistic data.

Indigenous eco-friendly hunting and fishing should be allowed only during local occasions and there should be strict law and order.

Through this esteemed daily, I wish to draw the attention of state Forest Department to give more emphasis to restore flora and fauna. The participation of the local community is required.  Otherwise, it may remain bare in near future.

Commission has failed to serve its purpose

Dear Editor,

I would like to draw the attention of the Chief Secretary of our state towards the APPSCE GS paper-ll leakage due to the neglect and irregular function of the APPSC.

It is my duty to attract public attention as the candidates appearing for the APPSCE have fallen victims to the gross neglect of the officials concerned.  Leakage of question paper is a great concern; a murder of integrity and morale.  It is a punishable offence. In fact, it is a matter of shame for all the members of the Commission.  Their miserable negligence is playing with the lives of the candidates. It's also a matter of sorrow for all the aspirants of the APPSCE as they're working hard against the odds to crack the examination. Inconvenience after inconvenience, the Commission has failed to serve its purpose.

APPSC is the sole authority to conduct examination.  To search an ideal officer is their responsibility. Right candidate for the right position who work for the interest of the public with integrity.  

It's rather very strange to note that the Commission has not provided enough security.  It also raises several issues of their working ethics and morality. The candidates have lost faith in them. But, still they are fighting and raising their voices against the injustice.  

Justice delayed is justice denied.

I hope our benevolent Chief Secretary Ramesh Negiji would definitely consider their grievances and would take necessary action against the Commission's negligence without any further delay, lest the anger of the candidates and the public explode.

Repair roads

Dear Editor,

Due to heavy rainfall, in many points between Joram to Yachuli, Lower Subansiri district, half of roads have been washed away.

Somehow vehicles are playing. Though heavy vehicles easily pass through light vehicles get stuck. Someday, in order to avoid those big holes, car may fall in deep gorge. If any accident occurs because of those holes, administration will be responsible.

Now rainfall has stopped, repair work can be started or at least those big holes should be filled up for the convenience of small cars.

There for I appeal to concerned authority to act fast and do the needful.

God must have been fed up

Dear Editor,

Did APPSC ever conduct exam, which was without controversies, allegation of unfair and malpractices? Before the introduction of RTI act, preferential treatments were allegedly given to some. But this time God must have been fed up with APPSC way of conducting exam and hence exposed the leakage with proof. We must be thankful to The Arunachal Times, particularly Mr Amar Sangno for his reports.

Whenever APPSC is caught red handed, they say some Disgruntle candidates are making baseless allegation and their favourite readymade reply is “Go to court”.  Forget about pursuing Court, now a day’s staying in Itanagar itself has become so costly, that most of the students who are from far flung area and different districts hardly dare to confront with the APPSC. The APPSC boast about their integrity and prestige, whoever alleges them, they suggest them to file and RTI. What will RTI do when the paper is already leaked?    But fortunately, candidates are aware, bold, and daring these days and because of such dare devil, the exposure has come up.

The frequent controversies and allegations might not be true but it might not be false either and it has certainly degraded the image and credibility of APPSC. The infamous popularity gained by APPSC in this long year will surely discourage the younger generation aspiring candidates. No doubt APPSC has given many best officers but it has also destroyed many brilliant brains, which could have been otherwise tremendously beneficial for Departments and Administration.    

I would like to suggest the entire aspiring APPSC candidate to instead opt for UPSC rather than APPSC. At least UPSC will give a fair chance every year, by the time you appear for 3rd or 4rth time for UPSC, APPSC will be still hanging in controversy, allegation and counter allegation. One can go home, get married, and have 1st kid and come back for mains, 3rd kid and come back for viva voce!

The APPSC has been harassing aspiring candidates every year because of their indecisiveness and wrong decision. The APPSC or the Govt of AP must reimburse the financial burden caused to the aspiring candidates who has to stay in Itanagar for many months in rents, hotels, relatives etc. They must be held responsible for being irresponsible and hence causing lot of mental, physical and financial burden to aspiring candidates.

I am in full support of Letter submitted to Governor, Arunachal Pradesh, by aspiring candidates.

Lastly in Arunachal anything is possible, I do not say that we must agree or believe in rumors but we must be aware of it and suggest our opinion where ever required.

Police and  public need to respond to a ‘calling’

Dear Editor,

Arrest of Chako's kidnappers & murderers is being appreciated by all. Hoping the rest would be arrested soon. Deep down we all know that our state has become a favourite hub for the criminal activity. Extortion and kidnapping is their evil design. The target is mostly wealthy businessmen, officers and their kiths & kin. Beware A.P.!

Before it's too late the state government should take stringent action against the lawlessness. Tough policies are needed to tackle the deviants and the criminals. But, it be should citizen friendly.  Here, the public plays important role.  Public should cooperate the administration to maintain law & order. Both play a significant role, be alert and watchful on suspicious activity of a person. The prime function of the state police is to protect the public and maintain law and order. Eagle eye and responsive citizen are needed for effective function and can help to crack the case immediately.  The police administration should use the technology where an individual can send tacit and classified information without revealing their identity.  Today is the era of technological revolution.  Let the administration and the public breakthrough the devil operation through the technology.  It is the time for not only the state administration but also the public of Arunachal to go hand-in-hand to shield our state from the evildoers.  Let’s not bow before the monster.

The police and the public need to respond to a "calling" to provide crime free society and secure a better place for all citizens.

APPSC needs to do soul searching

The controversy surrounding Arunachal Pradesh Public Service Commission Examination (APPSCE) 2014 does not augur well for the future of state. Consider to be the most prestigious institute, APPSC off late has run into controversy on couple of occasions. People running the commission need to understand that such controversies deeply harm the image of APPSC. As a short term damage control measure, the Government of Arunachal Pradesh has instituted a Magisterial Enquiry into the allegations of leakage of General Studies question paper of the APPSCCE (Mains) 2014.

Also commission has issued show cause notice to the concerned officers to render explanation as to how the General Studies Paper in question was leaked out of the Commission's confidential / strong room. The explanation to the effect has been sought within a period of seven days to substantiate negligence and dereliction of duty. For now they have somehow managed to douse off the anger of aspirants by taking some short term measures. However, the commission really needs to pull up socks and get their act together to avoid such mistakes in the future. Or else the credibility of commission will be at stake.
