Centre aims to reduce IMR to 19 per cent in state
ITANAGAR, Sep 19: The Government of India during 12th five year plan aims to reduce the infant mortality rate (IMR) in Arunachal Pradesh to 19 percent from the current 33 percent by 2017. While informing this in a meeting on IMR reduction and interventions in Papum Pare at Deputy Commissioner’s office, Yupia today, district medical officer Dr. S Ronya further informed that the state government has set a target in its DPR to achieve 30 percent IMR by 2015.
He said that necessary interventions like capacity building trainings for service providers, improvement of existing labour rooms with necessary equipments, introduction of activity based incentives etc will be provided by the Health Ministry. He appealed to all the participants to work tirelessly to achieve the set target to reduce IMR.
IMR is the number of death in children less than one year of age per 1000 live births registered in the same year. As per report by Sample Registration Survey Bulletin of India in 2012, IMR in Arunachal Pradesh is 33 percent against national average of 42 percent, Dr. Ronya said.

DC calls for dedicated effort to achieve revenue target
PASIGHAT, Sep 19: East Siang Deputy Commissioner Nidhi Srivastava today exhorted the officers of various departments to be dedicated and sincere in order to achieve the revenue target set by the Government. “Revenue achievement target for this year is challenging and target will not be easy task for us,” she said while chairing a review meeting on revenue generation held here today.

‘Ensure safety & security of health workers’

PASIGHAT, Sep 19: Two unidentified men on a motorcycle snatched a hand bag from a lady medical attendant in front of Pasighat General Hospital on September 16 night, when she was returning home from duty at around 8 pm.
The unidentified motorcycle borne men, who came from the same direction, suddenly slowed down their motor bike and snatched the bag from her which contained some important documents and valuable cloths. The victim received strong bruise on her right arm.
An FIR has been lodged against the miscreants by the victim at the Pasighat Police Station.
Police were conducting search operation to nab the culprits.
When contacted, the superintendent of Pasighat General Hospital, Dr Y Ringu (Darang) said providing security for the employees outside the hospital is an almost impossible task. She suggested the employees to be careful of such miscreants.
The victim moved East Siang Joint Director of Health Services to ensure safety and security for the health workers engaged in night duty.

YOMA seeks cancellation of mass deputation of teachers
ITANAGAR, Sep 19: The Youth Organization Movement of Arunachal Pradesh (YOMA) has sought immediate cancellation of mass deputation of teacher to the post of BEOs, BRC/CRC.
In its memorandum submitted to the education minister, it said that mass deputation is resulting in shortage of teachers.
Its other demands include creation of adequate posts of subject teachers, disciplinary action against absentee teachers, regular payment of salary to SSA teachers, proper monitoring and implementation of centrally sponsored schemes and checking of fake private colleges and universities.

Let the birds sing again
Dear Editor,
Through your esteemed daily, I would like to write about the present condition of Daying Ering Wild life sanctuary located in East Siang District, having an area of 190 sq km.
Innumerable varieties of flora were found during the last decade but now a day’s all these kinds of flora are less and it is even harder to find Orchid.
There were large numbers of animals including Elephant, Deer, wild Buffalo, Wild pig, Pangolin, Hedgehog and birds like Hornbill , Migratory water Birds, Woodpecker used to enjoy their time as whenever they were passing through the sanctuary but now a day’s it is hard to find even a single squirrel.
Deforestation should stop and concern forest department should have realistic data.

Through this esteemed daily, I wish to draw the attention of state Forest Department to give more emphasis to restore flora and fauna. The participation of the local community is required. Otherwise, it may remain bare in near future.

Commission has failed to serve its purpose
Dear Editor,
I would like to draw the attention of the Chief Secretary of our state towards the
APPSCE GS paper-
It is my duty to attract public attention as the candidates appearing for the APPSCE have fallen victims to the gross neglect of the officials concerned. Leakage of question paper is a great concern; a murder of integrity and morale. It is a punishable offence. In fact, it is a matter of shame for all the members of the Commission. Their miserable negligence is playing with the lives of the candidates. It's also a matter of sorrow for all the aspirants of the APPSCE as they're working hard against the odds to crack the examination. Inconvenience after inconvenience, the Commission has failed to serve its purpose.
APPSC is the sole authority to conduct examination. To search an ideal officer is their responsibility. Right candidate for the right position who work for the interest of the public with integrity.
It's rather very strange to note that the Commission has not provided enough security. It also raises several issues of their working ethics and morality. The candidates have lost faith in them. But, still they are fighting and raising their voices against the injustice.
Justice delayed is justice denied.
I hope our benevolent Chief Secretary Ramesh Negiji would definitely consider their grievances and would take necessary action against the Commission's negligence without any further delay, lest the anger of the candidates and the public explode.

Repair roads
Dear Editor,
Due to heavy rainfall, in many points between Joram to Yachuli, Lower Subansiri district, half of roads have been washed away.
Somehow vehicles are playing. Though heavy vehicles easily pass through light vehicles get stuck. Someday, in order to avoid those big holes, car may fall in deep gorge. If any accident occurs because of those holes, administration will be responsible.
Now rainfall has stopped, repair work can be started or at least those big holes should be filled up for the convenience of small cars.
There for I appeal to concerned authority to act fast and do the needful.

God must have been fed up
Dear Editor,
Did APPSC ever conduct exam, which was without controversies, allegation of unfair and malpractices? Before the introduction of RTI act, preferential treatments were allegedly given to some. But this time God must have been fed up with APPSC way of conducting exam and hence exposed the leakage with proof. We must be thankful to The Arunachal Times, particularly Mr Amar Sangno for his reports.
Whenever APPSC is caught red handed, they say some Disgruntle candidates are making baseless allegation and their favourite readymade reply is “Go to court”. Forget about pursuing Court, now a day’s staying in Itanagar itself has become so costly, that most of the students who are from far flung area and different districts hardly dare to confront with the APPSC. The APPSC boast about their integrity and prestige, whoever alleges them, they suggest them to file and RTI. What will RTI do when the paper is already leaked? But fortunately, candidates are aware, bold, and daring these days and because of such dare devil, the exposure has come up.
The frequent controversies and allegations might not be true but it might not be false either and it has certainly degraded the image and credibility of APPSC. The infamous popularity gained by APPSC in this long year will surely discourage the younger generation aspiring candidates. No doubt APPSC has given many best officers but it has also destroyed many brilliant brains, which could have been otherwise tremendously beneficial for Departments and Administration.
I would like to suggest the entire aspiring APPSC candidate to instead opt for UPSC rather than APPSC. At least UPSC will give a fair chance every year, by the time you appear for 3rd or 4rth time for UPSC, APPSC will be still hanging in controversy, allegation and counter allegation. One can go home, get married, and have 1st kid and come back for mains, 3rd kid and come back for viva voce!
The APPSC has been harassing aspiring candidates every year because of their indecisiveness and wrong decision. The APPSC or the Govt of AP must reimburse the financial burden caused to the aspiring candidates who has to stay in Itanagar for many months in rents, hotels, relatives etc. They must be held responsible for being irresponsible and hence causing lot of mental, physical and financial burden to aspiring candidates.
I am in full support of Letter submitted to Governor, Arunachal Pradesh, by aspiring candidates.
Lastly in Arunachal anything is possible, I do not say that we must agree or believe in rumors but we must be aware of it and suggest our opinion where ever required.

Arrest of Chako's kidnappers & murderers is being appreciated by all. Hoping the rest would be arrested soon. Deep down we all know that our state has become a favourite hub for the criminal activity. Extortion and kidnapping is their evil design. The target is mostly wealthy businessmen, officers and their kiths & kin. Beware A.P.!
Before it's too late the state government should take stringent action against the
lawlessness. Tough policies are needed to tackle the deviants and the criminals.
But, it be should citizen friendly. Here, the public plays important role. Public
should cooperate the administration to maintain law & order. Both play a significant
role, be alert and watchful on suspicious activity of a person. The prime function
of the state police is to protect the public and maintain law and order. Eagle eye
and responsive citizen are needed for effective function and can help to crack the
case immediately. The police administration should use the technology where an individual
can send tacit and classified information without revealing their identity. Today
is the era of technological revolution. Let the administration and the public breakthrough
the devil operation through the technology. It is the time for not only the state
administration but also the public of Arunachal to go hand-

APPSC needs to do soul searching
The controversy surrounding Arunachal Pradesh Public Service Commission Examination (APPSCE) 2014 does not augur well for the future of state. Consider to be the most prestigious institute, APPSC off late has run into controversy on couple of occasions. People running the commission need to understand that such controversies deeply harm the image of APPSC. As a short term damage control measure, the Government of Arunachal Pradesh has instituted a Magisterial Enquiry into the allegations of leakage of General Studies question paper of the APPSCCE (Mains) 2014.
Also commission has issued show cause notice to the concerned officers to render explanation as to how the General Studies Paper in question was leaked out of the Commission's confidential / strong room. The explanation to the effect has been sought within a period of seven days to substantiate negligence and dereliction of duty. For now they have somehow managed to douse off the anger of aspirants by taking some short term measures. However, the commission really needs to pull up socks and get their act together to avoid such mistakes in the future. Or else the credibility of commission will be at stake.
